"As the pace and complexity of human activities have increased, the cumulative effects of development have proven very difficult to assess and manage. Environmental impact assessment is a reasonably successful process for managing the effects of individual projects, however, it is too narrow in its focus to be useful in controlling the small but cumulative effects of multiple development activities spread over space and time. Over the last few years, cumulative effects assessment (CEA) has emerged as one of the greatest challenges facing resource and environmental managers. ..."--Background.
