"The Evaluation, Performance Measurement and Review Branch (EPMRB) of Indian and Northern Affairs Canada (INAC) undertook a formative evaluation of the Specific Claims Action Plan. The purpose of the evaluation was to obtain an independent and neutral perspective on how well the Action Plan is achieving its expected results; the extent to which the design and delivery of the Action Plan is supporting the achievement of the departmental objectives with respect to the resolution of specific claims; as well as to identify opportunities to improve the Action Plan’s design and implementation. EPMRB contracted the services of PRA Inc. to provide assistance during all stages of the evaluation process"--Introduction, p. 1.
