“In 2014, the Department of Fisheries and Oceans (DFO) began implementing a five-year management plan for Atlantic Salmon in the NL Region. Although management measures outlined in the plan were expected to remain the same over this five-year period, changes could be warranted if there was a dramatic change in salmon stocks, particularly declines. An annual update of the stock status in 2015 indicated that no change to the five-year management plan was warranted. However, in 2016, preliminary estimates of total returns on seven assessed stocks recorded declines of greater than 30% compared to their previous five-year mean. These declines triggered a re-opening of the five-year management plan including a full assessment of the status of the 2016 Atlantic Salmon stocks in the NL Region. This report provides supporting documentation for the 2016 assessment as well as the finalized 2016 assessment data"--Introd., p. 1.
