"The Canadian Indian Treaties did not contain any Government commitments or promises concerning provision of houses or tents. Moreover, an examination of the instructions to the Commissioners and the enabling Orders-in-Council reveals no intent on the part of Government to supply homes, in the physical sense, to the Indians subsequently dealt with by Treaty. In addition, the Reports of the various Commissioners who negotiated the Treaties make indirect reference to Indian housing and infer that the Indians would construct their own houses with the tools provided under Treaty. Moreover, it is of note that these tools were given as an once-for-all expenditure"--p. 2.
