The native people and governmental responsibilities in the Northern Territories . : R32-473/1977E-PDF

"Until 1870 the North-Western Territory was under the legislative authority of Great Britain, and apart from the Royal Proclamation, the only statutes passed specifically in relation to this area appear to be the Imperial Acts of 1802 and 1821, neither of which dealt with the responsibility of the Imperial government towards the Indians. The British North America Act makes only one direct reference to native people and that is subsection 24 of section 91 which gives the Parliamentof Canada exclusive legislative authority in all matters relating to 'Indians and lands reserved for the Indians.' The constitution does not stipulate how Parliament should exercise this grant of legislative power over Indians and their lands"--p. 2.
