"Foremost Man was the leader of the last band of Plains Indians to settle on a reserve in Canada. He and his people resisted the inducements and threats of the Canadian Government, refusing to move north and settle on a reserve as the other Indians did in the 1870s and 1880s. Although they were treaty Indians, this small band of Créés held out quietly in the Cypress Hills area for thirty years, eking out a living without the benefit of annuities and other treaty rights which other Indians possessed"--p.
