"The roles played by the INAC British Columbia Regional and Field Offices in the provision of education to Native elementary, secondary, and post-secondary students in the province are changing. As Bands and Tribal Councils take control of the education system, INAC's role is changing from management of the delivery of education services to management of the process by which education services are funded. The purpose of this administrative handbook is to ensure that people involved in administering the elementary, secondary, and post-secondary education programs at the Band, Field Office, and Regional Office level are working from a common set of guidelines. It is important that all people involved have a clear understanding of their own roles and responsibilities, and of how they fit into the overall process. This handbook is intended to support local control of education by ensuring that the funding process goes smoothly, and that education planners have easy access to the kind of information that they need to run an effective education program"--Introduction.
