“Rising use of prescription opioids has led to Canada having the second highest consumption per capita worldwide. These trends have been associated with a rise in opioid abuse and mortality. One major area of concern has been the abuse of fentanyl, a synthetic opioid 100 times more potent than morphine. Fentanyl is available as a patch formulation and diversion of these patches is a common form of illicit use. To curb the abuse of fentanyl patches, a Patch-for-Patch (P4P) initiative was launched in some counties in collaboration with the Ontario Provincial Police (OPP) between 2013 and 2016. This study evaluates the impact of the P4P programs implemented between February 2013 and April 2016. The findings of this report support P4P programs as part of a larger opioid-abuse reduction strategy. The lack of a significant increase in harm should raise confidence in the use of the program in other jurisdictions. Importantly, similar programs should include increased access to addiction therapy and harm-reduction programs”--Abstract, p. ii.
