"Evaporation from the soil and vegetation surfaces of a region depends on the availability of both water and energy. Water supply variations, by changing the amount of energy used for evaporation and the amount of heat and vapour convected to the air, have substantial effects on the weather and hence on the energy available for evaporation. As the evaporation also has an effect on the water supply there is a problem of feedback and of distinguishing cause from effect. Consideration of energy and vapour transfers suggests that the regional evaporation is equal to the absorbed insolation less the evaporation from a small continuously moist surface, i.e., to the absorbed insolation less the potential evaporation,and that the latter quantity can be derived from the most appropriate of several well known climatological techniques. Such a model permits the regional evaporation, a product of climatic, soil moisture and vegetative processes, to be estimated by its effects on evaporimeter or weather observations. The model is developed and its implications with regard to climate and the evaporation problem discussed"--Pref.
