"Recognizing the critical importance of this issue to Canadians, the House of Commons Standing Committee on Health (“the Committee”) agreed on 7 March 2016 to undertake a study on the development of a national pharmacare program as an insured service for Canadians under the Canada Health Act and to report the findings to the House. Drawing on witness testimony and the work of the Parliamentary Budget Officer (PBO), this report examines the role that the federal government could play in developing a national pharmacare program that would address the key challenges related to accessibility and affordability of prescription pharmaceuticals in Canada"--Introd., p. 1.
