"In Canada provincial governments are responsible for natural resources, with two notable exceptions in cases where there sources are shared internationally as weIl as between two or more provinces. One of these international exceptions is the protection and wise use of migratory birds, which in 1916 became the subject of the Migratory Birds Convention between the United States of America and Great Britain on behalf of Canada. The federal responsibilities under that convention were embodied in the Migratory Birds Convention Act of 1917 and the methods of conservation are further spelled out in the Migratory Birds Regulations proclaimed annuaIly under the act"--Introd.
