"Traditional approaches to Canadian regional development policy have been deficient in at least two critical respects. First, regional economic development initiatives have been the virtually exclusive preserve of the senior levels of government, usually the federal one. This has inevitably led to the promulgation of "top-down" initiatives generated in Ottawa, rather than on "bottom-up" strategies formulated and even partly funded by local communities themselves. The unfortunate result has not infrequently been regional policies and programs which are insufficiently sensitive to local requirements and opportunities. The second deficiency of the traditional approaches has been that they have, on the whole, paid insufficient attention to the urban dimension of Canadian economic life. The present monograph attempts to redress these deficiencies, at least in part, by proposing a model of regional economic development which is explicitly urban-based"--Abstract, p. iii.
