"The Evaluation of the Earth Observation Business Line (EOBL) of the Canadian Space Agency (CSA) was commissioned in February 2016 by the Audit and Evaluation Directorate in accordance with the requirements of the Financial Administration Act and the Five-Year Departmental Evaluation Plan. The evaluation undertaken by Science-Metrix Inc. focussed on the five core issues identified in the Treasury Board of Canada Secretariat’s Directive on the Evaluation Function (2009), which included issues of relevance and performance." -- Executive summary, p. vii.
