"This paper reviews the record of Canadian energy consumption in the recent past and evaluates the relationship of energy to household consumption and industrial activity patterns. While it may have been economically rational to evolve a high energy configuration of economic activity while the relative costs/prices of energy were declining during the 1950s and 1960s, economic and other criteria suggest that efforts should now be turned towards reducing the energy content of intermediate and final consumption"--Abstract, p. i.
