"The development of an adequate supply of water is a major problem in the prairies. This problem arises from several causes: insufficient rainfall over large areas, particularly during the growing season; the uneven and erratic distribution of precipitation in the region; and the geographic setting of prairie streams. The non-uniform distribution of the water resources in the province presents a very real problem of making the water available when and where it is needed, a problem with which the province is dealing effectively. This paper is concerned only with the broader questions of long-term availability and adequacy of water resources in the prairie region"--P. 1.
