"This paper discusses the design of a graduated personal tax system that does not distort the path of an individual's lifetime consumption. It is shown that such a tax systemrequires the existence of both tax-deductible and nontaxdeductible saving. It is also argued that the mechanisms are already in place that would permit the transformation ofCanada's existing personal tax system into one similar to those proposed by Blueprints and the Meade Committee"--Abstract.
