"The paper puts forward the following fundamental proposition: there are numerous "Costs" to Canadian public enterprise which derive directly from the legal and institutional environment within which it operates. If we follow the general thrust of economic theory and assume that private (rather than public) enterprise is the most efficient format for maximizing firm profits, it follows that, to be "valid", such Costs must be associated with achievement of some objective of public policy other than pure profit-making. To the extent that this is not so, the Cost should be eliminated"--Abstract, p. iv.
