"Based on these considerations, the federal Minister of the Environment and the federal Minister of National Health and Welfare have concluded that bis(2-chloroethyl) ether is not entering the environment in a quantity or concentration or under conditions that constitute a danger to the environment or to the environment upon which human life depends.
