Examples of such changes include trade liberalization, technological change, changes in consumer tastes, and input price changes such as the energy price increases during the 1970s. Since firms in some industries are able to respond to these changes much less rapidly than others, adjustment problems may occur. In this context, it would be useful to know how adjustment policies have worked in the past.
