"A primary concern of public policy decision-makers is the extent to which the telecommunications sector is a natural monopoly, hence perhaps rendering competition undesirable. A secondary concern relates to the structure of rates charged for the various services of telecommunications firms. Are these rates efficient and equitable? If not, what would be a desirable change in the rate structure? This study has considered both of the above telecommunications issues using data drawn from Bell Canada's production and financial accounts.
