"The postwar period has been marked by significant liberalization and expansion of world trade. This development has been greatly facilitated by the General Agreement on Tariffsand Trade, which has served as the instrument for liberalizing the rules governing international trade. Thus tariffs on manufactured trade fell, on average, from 40 per cent in 1947 to between 5 and 6 per cent in 1987. The growth and liberalization of trade have not been without problems, however. One of those problems has been the difficulty occasionally experienced by workers, firms, industries, regions, and/or governments in adjusting to increased openness to trade"--Foreword, p. ix.
