The Inquiry on Federal Water Policy was appointed by the federal Minister of the Environment in January of 1984 under the authority of the Canada Water Act. The Inquiry was required by its terms of reference to review matters of water policy and management within federal jurisdiction and to make recommendations. These research papers were commissioned by the Inquiry to advance its investigation. The views and conclusions expressed in the research papers are those sof the authors.
