"The Environmental Conservation Service the Federal Environmental Assessment Review Office (FEARO) play an important role in efforts aimed at conservation and management of renewable resources, enhancement of environmental quality, and reduction of negative environmental impacts associated with major federal projects. Based on experiences with the Environmental Assessment and Review Process (EARP), it was felt that guidelines for the collection of baseline information would not only be useful to the proponent, but also to other participants in the Process as well as to facilitate the functioning of EARP"--Pref.
