"We have the technological ability to stem flooding tides and tame mighty rivers rushing headlong into the sea. Regrettably, however, we have as yet only the barest understanding of the complex manner in which such flowing waters mediate the mutual exchanges of salts, sediments, nutrients, organic detritus and living organisms between coastal lands and fringing seas. Everywhere there are glaring examples of how our uninformed meddling with these complex and dynamic ecological processes have caused unexpected and unwelcome environmental degradation. Until we are able to anticipate the effects on the environment of our barriers and restrictions to water flows, and can ensure that any such impacts are acceptable, we can hardly claim to control the tides and rivers."--p. 10.
