"This note is presented as the last technical note of the year and as the first annual review of the Pacific Region Technical Notes. Not only is this a review of the notes by the editors but a review by the Pacific Region operational weather offices who are cooperative members in these communicatory notes. A summary of the questionnaire sent out in and earlier Note No. 78-037 will be presented as part of our review."
