"The study raises a broad range of issues concerning the management of drug programs, from the merits of alternative forms of user charges and the appropriate mechanism for setting the pharmacist's dispensing fee, to the virtues of different drug pricing systems. Insights into the behaviour and motivation of pharmacists, physicians, generic and brandname drug firms, and consumers are drawn upon in discussing these issues. Irrespective of whether the study's preferred options are implemented, it will enable a greater appreciation and understanding of the forces that help to shape provincial drug programs. As such, it will foster constructive dialogue and improved policy making"--Foreword, page xi.
