"In this study, performed under Contract OPL5-0078 for the Department of Communications, the objective was to examine the feasibility of a communications satellite providing Search and Rescue and Data Collection services in the context of a low altitude, polar orbit mission. The statement of work (Appendix A) emphasizes consideration of a random access data collection system from fixed and moving platforms with an ability to determine platform location. The Search and Rescue Satellite (SARSAT) system design as described in Reference (2) was used as a baseline. It is briefly summarized in Chapter 2 of this report"--Introduction, page 1.
