"This paper is intended as a report on one of the case studies that were conducted as part of an analysis of the federal government's system of social regulation. The question of cancer and radiation in uranium mines was chosen as an example from an area of growing importance -- occupational health and safety. The problem is described in some detail in Part 2. However, the most recent change in standards in this field dates from 1975 and was part of a gradual modification over the period 1972-75. As a result of the retrospective nature of this study, the data concerning the costs of implementation were limited in both quantity and quality. Nevertheless, an attempt is made in Part 3 of this paper to assess the socio-economic impact of the regulatory change. Because this assessment is of necessity rudimentary, the paper includes a survey, in Part 1, of the problems of occupational health in general"--Introduction, page 1.
