"This case study examines proposed changes in insulation standards, which would apply to all NHA-financed homes and eventually, through changes in provincial and municipal building codes, to most new houses in the country. A particular but representative example was studied in detail. It was found that, from an economic standpoint, the increases in the requirements are either too large (ceiling insulation) or unjustified (wall insulation). This conclusion arises because the regulations were designed using a discount rate that was excessively favourable to future generations (compared with the consideration given to them in other government undertakings) and were based on an assumption about real world energy prices of the future that was substantially more pessimistic (over the next 30 years) than assumptions made by other government agencies working in the energy field"--Summary, page ix.
