"In 1977, when this paper was written, the federal government had just begun to initiate a number of programs to increase energy conservation. As part of these efforts, and in conjunction with its overall attempt to reduce the growth in primary energy consumption to not more than 3.5 per cent per annum, the federal government had undertaken to increase the sensitivity of consumers to the importance of appliance energy costs"--Summary, page vii.
