"The Government of Canada in Budget 2019, announced funding for the development of the Federal GHG Offset System to encourage cost-effective domestic GHG emissions reductions or removal enhancements from activities that are not covered by carbon pollution pricing. This discussion paper provides additional details and options for the Federal GHG Offset System being developed under the provisions of the Greenhouse Gas Pollution Pricing Act (GGPPA) and seeks input on key system design elements"--Purpose.
