520 |a"Adherence to sound security practices is challenging not only because these best practices are evolving but also because the financial sector is confronting major technological challenges. Some of these challenges are self-imposed. For example, banks and other financial institutions are expanding and digitizing their service offerings, often partnering with financial technology (fintech) start-ups to do so. As small businesses, these fintech start-ups may not be in a position to fully protect themselves against cyber threats. Other challenges are imposed by external forces.
