"The purpose of this document is to serve as a guide to those within DOC and its client departments, who may act as advisors in specifying and evaluating office communication networks and services (OCNS) within the Federal Government. The objective of this guide is not to be a final treatise on the subject of specification and evaluation of OCNS.
