"The basis of this study was derived from a recommended action contained in the department management initiative entitled Challenge for Change. For the purpose of this study Strategic Planning is a process of defining broad issues and direction for the Department as co-ordinated by DGSP. Operational Planning is a process of developing detailed workplans involving resource allocations. This study examines how well these two processes integrate or link with each other and explores how improvements could be made"--Executive summary, page 1.
