"The objective of this study was to document the extent of private HF and VHF radio system usage North of 60º latitude, to identify the ownership and location of the systems and to establish reason or reasons for their existence. The data resulting from the study are intended to be used as input material for the development of a general licensing policy for HF and VHF private radio systems in the North"--Executive summary, page 1.
