"This report constitutes the reply of the ten member companies of the TransCanada Telephone System (TCTS) to the Federal Department of Communications paper entitled, "Canada/U.S. transborder satellite communications - a preliminary examination", issued in June 1979. Telesat Canada plans to issue a separate brief to the Department. This action on Telesat's part is in no way indicative of any fundamental disagreement with the joint response of the TCTS member companies and is fully compatible in policy thrusts with TCTS, with the one exception relating to the eligibility of ownership of satellite earth stations used for transborder applications"--Introduction, page 1.
