"Efficient spectrum utilization is a subject of great public importance. Because of the need for new allocations to provide new services and meet future traffic demands, the C.T.C.A. believes it is necessary that action be taken now. It is important to ensure that this natural resource be allocated in such a manner as to provide the flexibility for new services and increased capacity necessary to meet the requirements of Canadian telecommunications users"--Introduction, page 1.
