"This study was conducted by C.R.T.C. in response to a request from the Department of Communications to evaluate long-range Canadian television spectrum requirements in the 406-960 MBz frequency band. The study first examined the broad factors which can be expected to influence the need for additional television service and translated these factors into a population model of expected service requirements for 62 of the largest Census Metropolitan Areas (CMAs)"--Introduction, page iii.
