"The Saskatchewan telecommunications system is unique in Canada in important respects. Organized as a crown corporation with monopoly powers over telephony, it operates "autonomously" except for the process of obtaining investment capital which entails negotiation with provincial cabinet. The present modest study was funded by the Department of Communications, Ottawa, to throw some light on the evolution and development of the character of this unique telecommunications regulatory system"--Introduction.
