"Over the years, amateur radio operation has benefited from continuous developments in technology. By periodically amending regulations and updating the content of examinations for operators, the Department of Communications (DOC) has kept pace with these gradual changes. However, the rate of technological change has recently accelerated, and public interest in electronics, specifically high technology, has increased. This necessitated a review of the current structure of amateur certificates with respect to today's environment and the associated knowledge requirements. Officials at DOC recently completed a review of the development of the amateur radio service in Canada, from its inception to the present, along with a review of structures in other countries.
