"Canada is a member of the International Telecommunication Union (ITU), an international organization established to provide the standards for communication procedures and practices, frequency allocation and radio regulations on a worldwide basis. The ITU establishes the minimum conditions to be imposed for obtaining the various classes of radio operator certificates.
