"There are many issues surrounding the Canadian periodical industry, which maybe divided into short-term and long-term issues. The major short-term issue relates to assessing the effectiveness of the postal subsidy program and to making the program as efficient and as effective as possible. The primary long-term issue is the need to design and implement coherent policies for the Canadian periodical industry which may or may not include the postal program"--Introduction.
