"The federal government's ability to implement the precautionary principle, as part of its efforts to assess and manage risk, has been put through significant tests over the past decade. The increasing role of science-based risk assessment coupled with public demand for governments to implement the precautionary principle will require the federal government to come to a better understanding of the characteristics of the precautionary principle, how this concept relates to risk assessment and management, and the science capacity needs associated with its effective implementation. While the types of specific actions, and related scientific activities, needed to put the precautionary principle into practice have not yet been fully identified, a key purpose of this paper is to provide a brief analysis of the precautionary principle and science-based risk assessment in order to focus an appropriate degree of attention on the issue of science capacity in science-based federal regulatory departments and agencies"--Introduction, page 2.
