"Beginning in the Fall of 1979, the Department of Communications (DOC) requested a four part study of the introduction of pay television (PATV) into Canada. This report is the fourth part of that study. The purpose of this report is twofold. Firstly, it outlines a simulation model which can be used to assist the DOC and others in the formulation of public policy with respect to PATV. Secondly the report contains the results of several preliminary simulation runs"--Management summary, page 2.
