"The prices charged by a public utility company for its services or its products are controlled by the regulatory commission. The generally accepted principle in setting these prices is that they cover all the costs required to provide the services, including a return on the capital employed that is necessary to attract capital. This report is concerned with the costs of the capital employed -- their definition, measurement, variation with other variables, variation overtime, and impact on the prices charged to consumers"--Introduction, page 1.
