"The objective of this study which has been commissioned by the Department of Communications, is to identify and assess the major impacts of a technical, economic, service and institutional nature, emerging from the standardization activities and the implementation of an Integrated Services Digital Network (ISDN) within the Canadian telecommunications system. The findings of the study are to assist the Department of Communications to formulate appropriate national positions on the new technology in order to best serve the public interest"--Executive summary, page 1.
