"The study has been made at the request of the D.O.C. after reviewing earlier independent submissions by Bell Canada and CNT. The objective was to determine how telecommunication services in the Canadian North could be improved using the Telesat communication satellite system and terrestrial systems; and to prepare cost estimates for the alternatives considered"--Introduction, page 2.
