"The purpose of the Species at Risk Act is to provide for the recovery of wildlife species that are extirpated, endangered or threatened; and to manage species of special concern to prevent them from becoming endangered or threatened. For many of these species, population and distribution objectives are set out in a recovery strategy or management plan. This indicator provides a preliminary assessment of whether the recovery or management efforts are working. It is important to note that it may take many years to observe a population or distribution response in a species to these efforts"--Page 5.
