"Canada's trade policy system needs to be restructured, especially on the import side, so as to eliminate features that are negative from a consumer perspective and which would require more adequate consideration to consumer interests. There is a need also for improved facilities within the system for the independent identification of consumer interests, for measuring these interests and for ensuring that they are taken fully into account in the development and implementation of Canada's trade policies. These are the general conclusions of this study of consumer interests in Canadian trade policy"--Executive Summary.
