"In 1977, Parliament amended the firearms provisions of the Criminal Code. This new legislation was designed to help prevent the criminal and irresponsible use of firearms and to encourage responsible gun ownership and use. The federal government made a commitment at that time to conduct a thorough and objective evaluation of the effectiveness of the firearms control program... This booklet presents the major statistics and data collected during the three-year study period and summarizes the major findings of the evaluation report"--Solicitor General's preface.
